The Dialing Device is a block added by the RFTools mod. It is used in junction with the Matter Transmitter and Matter Receiver to transport players across the RFTools dimensions.
"With the Dialing Device, you can 'dial-up' any nearby Matter Transmitter to any Matter Receiver in the Minecraft Universe. This requires power. If a Destination Analyzer is adjacent to this block you will also be able to check if the destination has enough power to be safe."
The Dialing Device has a power capacity of 50,000 RF and consumes 1,000 RF when dialing any location. You can dial a location once you have placed down a Matter Transmitter. You select which transmitter you want to use, then select the Matter Receiver that you want to be teleported to. You can then click either "Dial" or "Dial Once". "Dial" establishes a connection and maintains it until you "Interrupt" it. "Dial Once" establishes a connection until you use it, then cancels it. When you dial any location, the bar on the bottom of the GUI will say "Dial ok" if the connection was established successfully.
In the GUI there is also an option to "Favorite" different dimensions.
