The Timer is a logic gate added by RFTools mod. It is used to send redstone pulses with a specified delay between them.
The Timer's GUI only has one value: delay. It is measured in ingame ticks (1/20th of a second). Setting the delay to 1 will cause Timer to work as a constant redstone signal source. Timer's pulses are emitted from the side with the orange dot.
Timer's counter will reset if the Timer itself receives a redstone pulse (sent to cyan dot side).
