The Power Relay is a machine added by RFTools mod. It is used to control the output of RF per tick based on redstone signal.
The GUI of Power Relay allows players to specify how much RF/tick to output if the redstone signal is on/off (usually, the output is set to 0 when the redstone signal is off). This, together with RF Monitor, can be used to reduce or completely turn off power consumption of various parts of a player's RF network if the power is low.
